Stamp Duty in Hong Kong — 2024 Update

In February 2024, the Hong Kong government abolished all three "spicy" cooling measures: Buyer's Stamp Duty (BSD, previously 15% for non-permanent residents and companies), Special Stamp Duty (SSD, a resale penalty for properties sold within 2 years), and the doubled ad valorem duty. All buyers now pay Scale 2 ad valorem duty, which ranges from HK$100 (under HK$3M) to 4.25% (above HK$21.7M). For tenancy agreements, stamp duty is 0.25% of the average annual rent × the number of years, split equally between landlord and tenant. Agreements must be stamped within 30 days of execution.
